‘Over 20 crore consumers nationwide covered under Revamped Distribution Sector Scheme’

Srinagar, Mar 26 (KNO): The Government of India (GoI) informed the Lok Sabha that smart metering is being implemented across the country, including Jammu and Kashmir, under the Revamped Distribution Sector Scheme (RDSS) and other state-led initiatives. Replying to an unstarred question, Minister of State for Power Shripad Naik, as reported by the news agency—Kashmir News Observer (KNO), said that smart metering works for over 20.33 crore consumers have been sanctioned nationwide, out of which 5.97 crore smart meters have already been installed so far. As per official data, Jammu and Kashmir has recorded installation of 13,13,433 smart meters under various schemes as of February 28, 2026. The government further stated that smart meters are being rolled out in a phased manner, initially covering government establishments, commercial and industrial consumers, followed by other categories based on performance and benefits. Highlighting the benefits, the minister said that smart meters ensure accurate billing, improved transparency, better energy accounting and enable consumers to monitor electricity usage through mobile applications. Regarding concerns, the government acknowledged that some grievances were initially reported due to a lack of awareness. However, advisories have been issued to states, including J&K, to address consumer concerns through awareness programmes, rebates on prepaid meters and installation of check meters to ensure accuracy. The Centre also informed that a robust grievance redressal mechanism is in place under the Electricity (Rights of Consumers) Rules, 2020, allowing consumers to approach utility-level forums and ombudsman for the resolution of complaints—(KNO)
